Most of the time the question is "I need a countdown in this page" rather than "what does this particular site offer". Categories are the job; the provider filter is there for when you have decided you trust one and want to see the rest of what they publish.

Tools and games are genuinely different

A tool is something a reader uses to get an answer and leaves; a game is something they stay in. They want different amounts of space, different aspect ratios and different placement on a page, which is why the distinction is a filter rather than a tag.
